Do the indians care if you build roads in their territory before you get Peter Minuit?

yeah, i think so. Could be wrong, though, as I haven't tried to do it in ages (because of thinking they wouldn't let me)...

Yes they demand money if your desired road is to be built on their territory.

yes they do! they ask for moneyto build near their settlements and i think every road (and every forrest cleared and every plow job) adds to their unhappiness. this is why an important strategy is when you get pocohantas (as she eliminates all unhappiness). i usually try to get poci after completing roads to all of my towns and developing most of my main cities.
